Cut strips to needed lengths; stitch strips together. Use bias tape or make bias strips with a bias tape maker. Stitch bias strip around border, creating a wavy line. Sew right sides of hearts to fusible side of webbing; stitch, clip curves, and trim seam allowances. Make a small cut in webbing, and turn. Fuse hearts to sides of bias tape. At corners, fuse 4 hearts point to point to create a flower. By hand or machine, applique all hearts using narrow blanket stitch.
