Use a 26-in. long 1x12 for the top, a 24-in. long 1x12 for the bottom tray, two 12-in. long 1x12s for the legs, and two 25-1/2 in. long 1x3s for the tray sides.
Screw it together using 3-in. drywall screws and glue. For an even more rugged bench, use L-brackets to connect the underside of the top to the two sides.
Store larger tools on the shelf, and attach smaller tools to the ends with small Spring Grip Organizers ($1 each at hardware stores) and small pot magnets ($2.50 each).
